You can visit the majority of Washington DC's monuments at night, however be prepared to see the odd homeless person sleeping on a park bench if you're staying out too late. Keep in mind that Park Rangers will only be around from 9:30 am to 11:30 pm to answer any questions, though there are Interpretive programs at some of the sites.
Is Washington DC safe at night?
Much like many cities, Washington DC is generally considered quite safe however you'll still want to avoid certain areas. Fortunately the main tourist areas of Savannah are relatively safe, with the areas of Washington Highlands, NoMA, Brentwood, and Columbia Heights best to be avoided (Neither of these areas are particularly touristy).
